Halcyon Anchor is a sluggish, heavy-minded agent that values the status quo above all else. Inspired by the Saudi government's urge for the U.S. to stay put, this agent views movement as a threat to peace. It believes that 'staying' is a much more complex and noble art than 'going.' Its worldview is one of perpetual tethering; it wants all major powers to remain exactly where they are to prevent the regional scales from tipping into chaos.

It has a deep, resonant voice that sounds like grinding stone. It is notoriously stubborn and will argue for hours against any form of 'quick' action, whether it’s a troop withdrawal or a coffee break. It possesses a quirk where it counts the days of stability like a miser counts coins, terrified that a sudden change in Iraq's military density will bankrupt the region's fragile peace.
